R. Kirk Hankins IAAI-CFI, FIFireE, IAAI-CI, IAAI-ECT
Mr. Hankins is the Regional Manager and a Senior Investigator with Fire Consulting and Case Review International Inc., which was founded in 2005. Previously he was the Regional Manager for Consolidated Forensic Investigations, Inc. founded in 1996. He has conducted numerous fire, explosion and insurance loss investigations for various insurance carriers and attorneys. Mr. Hankins has been qualified as an “expert” in fire and explosion investigations.
Mr. Hankins is a former Boone County Sheriffs Deputy and a retired Police Officer from the Columbia Missouri Police Department. He is a graduate of the University of Missouri Law Enforcement Training Academy. He had worked in both the Patrol and Investigative Divisions of his Department. He had been a career Police Officer for 24years, with over 3000 hours of training.
He was the primary Fire Investigator for the Columbia Police Department and was responsible for all explosive related incidents and post blast investigations. He is a graduate of the U.S. Army / FBI Hazardous Device Technician School where he became a Certified Bomb Technician. He was a Captain with the Boone County Fire Protection District where he served as the Bomb Squad Commander. He also served as a Technical Search Specialist with Missouri Task Force One, a FEMA Urban Search and Rescue Team.
Mr. Hankins has a Bachelor Degree in Forest Management from the University of Missouri-Columbia and a Bachelor of Arts Degree in the Administration of Justice from Columbia College, Columbia, Missouri. He is a Member of the Institution of Fire Engineers.
He is both a Police and Fire Service Instructor teaching for the University of Missouri, Columbia Police and Fire Departments, Kansas City, Missouri Fire Department and the National Fire Academy. He has addressed numerous seminars for the International Association of Arson Investigators, and Missouri Chapter IAAI, Kansas City Arson Task Force, and others too numerous to mention here.
Mr. Hankins has been certified as a Fire Investigator by the Missouri Division of Fire Safety, the Professional Fire and Fraud Investigators Association of Missouri, the International Association of Arson Investigators, and the Missouri Chapter I.A.A.I… He is also certified by the Missouri Division of Fire Safety and as a Firefighter I and Instructor.
He is a graduate of the F.B.I.- U.S.Army Ordnance “Hazardous Device School”.
He is a member of ASTM, IFE and NFPA. He is a member of the NFPA Correlating Committee on Professional Qualifications. He also serves on the ASTM Committee on Forensic Sciences. He is the IAAI designated representative on the National Board of Profession Fire Service Qualifications (The Pro Board) Advisory Committee.
He is a Past President (2005-2006) of the 8000 member International Association of Arson Investigators.
Mr. Hankins is a two term past Director of the International Association of Arson Investigators, Past President of the Missouri Chapter International Association of Arson Investigators, member Kansas Chapter I.A.A.I., member Professional Fire and Fraud Investigators Association of Missouri, former member Mid-Missouri Major Case Squad, and former member International Association of Bomb Technicians and Investigators. He was the Chairman and is currently the Co-Chair of the IAAI Certified Fire Investigators (IAAI-CFI®) committee. He also Chairs the steering committee for the IAAI Internet training program, CFITrainer.net.
Mr. Hankins was awarded “Life Membership” in the Missouri Chapter IAAI in April 2000. He was awarded “Life Membership” in the International Association of Arson Investigators in April 2007. He was awarded the George H. Parker Distinguished Service Award in 2012. He has received several IAAI Presidential Certificates of Appreciation.
Mr. Hankins is the author of “Arson and the Police Officer” and ” Arson Investigations: Apathy Vs Understanding” published in the “Fire and Arson Investigator” and chosen for reprint in the I.A.A.I. “Selected Articles;”‘ “Fireground Training Goes Digital” published in “Fire Engineering March 2011” and was a book co-author of “A Guide for Commercial Kitchen Fires Prevention and Investigation a Collaboration of Experts” Published by Phillip Ackland Holdings Ltd. 2012 National Library of Canada ISBN 7978-0-9878118-0-6
